What is IUU fishing?
Illegal fishing occurs when fishing vessels operate against the law. IUU stands for Illegal, Unreported and Unregulated fishing. It can be defined as:

  • Illegal - Illegal fishing occurs when national or foreign vessels operate in water under jurisdiction of a state, i.e. without the permission of the state. It is also the result of vessels flying the flag of state that are parties to a relevant RFMO but operate in contravention to the conservation and management measures of the state
  • Unreported - Unreported fishing occurs when the fishing activities have not been reported or have been misreported to the relevant national authority, which is in contravention of the national laws
  • Unregulated - Unregulated fishing occurs when fishing activities are undertaken in area of application of a relevant RFMO conducted by vessels without nationality, or those vessels flying the flag of state but are not party to that organisation, or a fishing entity that is not consistent to the conservation and management measures of that organisation

Why is IUU a problem?
IUU fishing is a global and multifaceted problem which require international, regional and national efforts
  • It undermines the efforts to conserve and manage fish
  • Gain of undue advantage over legitimate fishing. The 'free riders' as they may be called benefit from the sacrifice of others
  • There is clear indication of serious violation of human rights, abuse of labour laws and also absence of safety standards and proper working conditions
  • IUU fishers avoid compliance with stricter fishing regulations
